On the specific point about summer=short sleeves: I do not espouse this line of thinking. My summer uniform is khaki shorts or pants (depending on what I'm doing, weather, etc) and long sleeve button down, sleeves rolled up. If I wear short sleeves, it's the occasional polo shirt.
