Vista allows for you to setup animated desktop wallpaper. The wallpapers are termed “dreams”, the technology behind it “Windows DreamScene”.Windows 7 no longer supports animated desktop wallpaper,Office Pro Plus, but we have found a solution to make them work on your system anyway.
1. First of all make sure that “Aero” is turned on on your system.
2. After that download DreamScene from here:
Download Dreamscene for Windows 7
(this will enable animated desktop wallpapers in Windows 7)
Installing Windows 7 DreamScene
After downloading the file,Windows 7 Enterprise Key, run it with admin privileges. To do that you would have to right-click and select “Run As Administrator”.
The file will copy DreamScene.dll to  your Windows\System32 folder, DreamScene.dll.mui to Windows\System32\en-US folder and it will also add the  registry keys and values that are needed in order to run DreamScene on Windows 7.
Right-click on a Windows 7 Dream and “Set as desktop background”:
