When the man did not return, he went looking for him and spotted him behind an abandoned building. When he approached him, the man ran off.
Mr. Johnson told police he "did not know the man's name or anything about him."

Jason Parker said he parked for five minutes behind Cheeburger Cheeburger on Market Street in a no parking zone and his car was gone when he got back.
He said he learned that Carter Gross had towed it to a nearby lot at Fourth and Walnut that was formerly a police precinct.
He said he found that the wrecker operator would go back and get a second vehicle from the Cheeburger Cheeburger lot and take it to his business. He would then return for the first vehicle.
He said he left the car at 11:30 a.m. and it was gone by 11:35. He said when he found the car the doors were unlocked and the ignition ring appeared to have a gap in it.
He said when he called police that Gross and a young white male passenger left the downtown lot.
