　　1968年，叶澄海来到当时荒凉贫穷的宝安县（深圳的前身）报到。这位高材生没有城里人的娇气和架子， 他很快和农民兄弟打成一片，农活样样是个好把式。叶澄海从农村工作队《辅导员》杂志采编开始，后任农村工作 队大队长。此后15年间，叶澄海仕途平顺，步步提升至深圳市委常委兼罗湖区委书记、深圳市副市 长。
　　24年前，官居副市长却选择下海

　　叶澄海出生在广东梅县的一个小村庄。17岁，他以优异成绩考上当地最好的东山中学，高中三年连任校学生 会主席，随后考入中国人民大学国际政治系。

　　根据该公司网站显示，信立泰目前的主要生产经营化学原料药、粉针剂、片剂和胶囊等产品，是一家集研发、 生产、销售于一体的高新技术合资企业。

　　信立泰的上市，也会让叶氏家族其他成员身价倍涨。虽然公司由叶澄海、廖清清夫妇实际控制，夫妻两人合并 持有公司95.5%（发行后71.52%）的股权。但叶澄海女婿陈志明和副总经理蔡俊峰通过润复投资公司持 有3.57%（发行后2.67%）的股权，公司副总经理陆峰与其夫人文丽兴通过丽康华贸易持有信立泰0.8 8%（发行后0.66%）的股权。公司董事长叶澄海之子叶宇翔担任公司总经理，之女叶宇筠担任公司财务总监 。
　　此后，叶澄海的创业之路充满艰辛和曲折。一开始，他拿着从亲朋好友那里借来的钱 在皇岗村租了间不起眼的厂房，开了家丝绸服装厂，后来又办了电子厂，生产验钞机。在艰难起步中，沉重压力使 他彻夜难眠。“借了钱，怎样还？”他咬咬牙对自己说：“尽你的能力去做，奋斗过了，就行了。”
　　1979年，改革开放的春风吹来，在新政策指引下，叶澄海开始大刀阔斧地改革，推出三大措施。一是鼓励 农民过境耕作，对愿意过境耕作的农民都给办理过境耕作证。二是鼓励农村企业对外搞来料加工，做些小额贸易及 加工;三是改善投资环境，兴办合资餐厅。

　　1985年，42岁的叶澄海辞职下海，创立香港美洲贸易和深圳海滨制药有限公司，开始其商 旅生涯。

　　然而这些改革措施在当时引起轩然大波，非议和诽谤如潮水一般地涌来。可是他顶住压力，说服了领导和群众 ，他一心只想让农民早日过上好日子。
　　时至今日，即便根据信立泰发行价保守计算，叶澄海夫妇的资产也将高达34.09亿元。24年，从副市长 到亿万富豪，叶澄海的经历充满传奇色彩。

　　对于市场上一些有关信立泰发行价偏高的言论，叶澄海自己拿公司近年业绩以及机构认购情况做了回应，并表 示：“医药行业是抗周期性的行业,burberry raincoat，特别是对于专业从事高端处方药的公司来讲，只要业绩不断提升，公司的发展就长远看好。”

　　辞职后曾辗转美国、南美等地经商
　　现在“高官”下海并不鲜见，但在当时，叶澄海的辞职却并不被人理解。对于辞官下海的原因，据叶澄海老家 梅州电视台《走出围龙》栏目报道，有人猜测是他的直率和张扬的个性，以及观念上的超前,buy burberry，让其在官场中四处碰壁。有人认为他看准了改革开放的机会，想在滚滚商海中淘到真金。
　　今天，深圳信立泰股份有限公司（下称“信立泰”）在深交所上市，与其它医药股相比，信立泰的上市引起媒 体更多关注。缘由在于其公司董事长叶澄海多年前的特殊身份。24年前，叶澄海曾担任深圳副市长，是我国最早 下海的“高官”之一。

　　历经几次增资和股权转让后，该公司于2007年6月整体变更为深圳信立泰药业股份有限公司，注册资本8 500万元，叶澄海出任董事长。

　　在摸索了电子、丝绸、焦炭、房地产、钢铁、制药等许多行业，叶澄海也有到美国、南美等地经商的经历，他 最终将公司的主营业务放在医药上。







　　信立泰之所以广受关注，与“掌门人”叶澄海的传奇经历有关，过去30年，叶澄海干过农活，也当过副市长 ，现在的身份是具有34亿元资产的上市公司“掌门人”。
　　中信证券医药行业分析师姚杰表示，信立泰聚焦高端专科用药，其主要产品为心血管类药品、头孢类抗生素制 剂和原料药。公司2009年上半年的总体收入为3.53亿元。

　　信立泰发布的招股说明书透露，本次拟发行2850万股,公务员面试培训班6天收费1万元，发行后总股本为11350万股，叶澄海和廖清清夫妇持有71.56％的股份，按发行价41. 98元/股计算，叶氏夫妇身家将达34.09亿元。
